The music used in the two 'Feature Presentation' bumpers introduced in 1989 (the gold-text one) and 1991 (the incredibly common, lilac blue one) respectively is the first four seconds of a composition called 'Great Ovation', which was composed by session musician and arranger Steve Gray in 1984. It first appeared on the Bruton LP Televisual. It is "library music", music composed specifically for others to use in audio-visual production. More information here...

It's very possible that several other Disney logos from the time used library music much like this, more on this when information pops up...

Hal Miles, a visual effects artist, produced the 1986 Walt Disney Home Video logo. A YouTuber named Marin4DH said he/she worked on the logo as well, along with the 1988 Classics logo and the 1994 Masterpiece Collection logo. It was freelancer work for him/her...
